OFAC’s General License No. 135, dated October 9, 2026, authorizes transactions prohibited under 31 CFR parts 587 or 589 relating to the sale, delivery, offloading, and importation of Russian-origin diesel fuel, including imports into the United States, until April 7, 2027, subject to the license’s terms and exceptions.
The license does not authorize debits to accounts held at U.S. financial institutions by the Russian Central Bank, National Wealth Fund, or Ministry of Finance. Each proposed transaction should be assessed against the applicable requirements and the full license text.
